Instructions

  1. Prepare the Cauliflower Mash: Steam or boil the cauliflower florets until tender and easily pierced with a fork. Drain thoroughly to remove excess water, then blend or mash with olive oil, lemon juice (if using), salt, and pepper until smooth and creamy. Set aside while preparing the filling.
  2. Cook the Lamb and Aromatics: Heat olive oil in a large skillet over medium heat. Add chopped onions and garlic, cooking until fragrant and translucent. Add ground lamb, stirring and breaking it apart until browned and cooked through.
  3. Add Harissa and Flavorings: Stir in harissa paste and tomato paste, ensuring meat is evenly coated. Pour in vegetable or beef stock and simmer gently for about 10 minutes until the mixture thickens and flavors meld together.
  4. Assemble the Shepherd’s Pie: Transfer the lamb mixture to a baking dish and spread evenly. Top with the creamy cauliflower mash, smoothing it out with a spatula. Drizzle with olive oil or sprinkle with cheese if desired.
